【摘要】:1.1Thisguidecoversdesiredapproachestobeconsideredandfollowedinplanning,developing,andoperatingspecificADMSforthearchivingandretrievalofITS-generateddata.ThescopeofthisguideanticipatesincrementalormodularimplementationofanADMS,whichovertimeandwithaseriesofinvestmentofresourceswillapproachorexceeddesiredpractice.However,itisrecognizedthatprogrammaticconstraintsoftimeandbudgetresourcesdonotalwaysallowpractitionerstofollowamoredesirablecourseofactionandthatduringinterimperiodstheabilitytoimplementaparticularfullyfunctioningsystemmaybelessthandesired.1.2Thedesiredapproachesdescribedinthisguidearefoundationalandarenotintendedtobeall-inclusive.Usersofthisguideareallowed,andindeedencouraged,toexceedthedesiredpracticesinoneormoreofseveralways.Anexampleofonewayisthattoaddressandsatisfytheparticularneedsandrequirementsofsomeoftheintendedusersandstakeholdersforaparticularimplementationmaynecessitateexceedingthedesiredpractice.AnotherexampleisthatsomeimplementationsmaywanttofosterinnovationsandresearchintonewmethodsandproceduresrelatedtotheoverallimplementationofaparticularITSactivity.Partofthatmaybetherecognitionthatspecializedarchivingorretrievalprocesses,orboth,wouldfacilitatesuchinnovationsorresearch,orboth.Athirdexampleisthatsomeorganizationsmaysimplyhavemoreresourcestoinvestinactivitiessuchasarchivingandretrievalsystemsandmaychoosetohavemorequantitiesorhigherqualityofdataandinformationavailabletotheirplanningoroperationsunitstouseintheirday-to-dayactivities.
